  • All adult members of the household must sign the Foster Contract.

  • PP&CAR reserves the right to visit a Foster Home at any time.

  • You will always have ‘first choice’ of adopting any foster in your home. We encourage you to let us know if you are considering such a choice.
  • If Foster Home is deemed delinquent in their care, the said animal must be relinquished to PP&CAR upon request.

  • Foster home will notify PP&CAR when medical care is needed as soon as possible after a medical problem is detected. Foster Home will NOT bring animal to their own vet or animal hospital. If Foster decides to take the animal to their own personal vet, Foster will be held liable for any costs the animal may incur.
  • The primary caregiver must be at least 21 years of age. The primary caregiver must ensure the safety of the animal at all times (provide supervision in the presence of children, other pets, restrain from roaming, etc.).
  • If at any time, the Foster Home can no longer care for their PP&CAR foster animal, the caregiver must notify PP&CAR as soon as possible. Due to the limited number of available foster homes, it may not always be possible to remove foster animals from the home immediately. Foster homes are expected to provide continued care, in adherence with these policies, until alternate arrangements have been made by PP&CAR.

Foster Guidelines

Foster Guidelines For Dogs:

Foster Guidelines For Cats:

  • In order to ensure the health and well being of all animals present in a Foster Home, all resident animals must be spayed/neutered and up to date on vaccinations. Foster home caregivers must notify PP&CAR if there is suspicion of illness within the animal population in the Foster Home.

  • All supplies provided by PP&CAR remain the property of PP&CAR and will be returned when foster is adopted or when you become an inactive foster.

  • All foster homes will surrender adoption fee's within 48 hours of the animal being adopted.
  • All foster animals will wear a provided collar with a PP&CAR ID tag and Rabies ID tag.
  • The job of fostering includes teaching the foster animal(s) appropriate house manners and acclimating the animal to life in a home. Please don’t allow foster animals to do anything that other families might not, such as getting up on the couch or beds, begging food, jumping up on people, etc. While these are perfectly acceptable in some homes, they’re almost impossible to correct once they become habits.

  •   PP&CAR does not assume responsibility for damage to personal property caused by animals in foster care.

  • PP&CAR will always provide support as long as you have a foster, and will make changes as necessary if an animal is an unsuitable foster match for your home.

  • Dogs must not be allowed to roam. When outside, dogs will either be kept on a leash or supervised in a yard with a fence of acceptable height and never ‘tied out’. Sufficient shelter from the elements must be provided to dogs at all times. No persons under 21 should walk a foster dog unsupervised.
  • Dogs must sleep inside at night.

  • Fresh, clean water must be supplied to dogs indoors and outdoors.

  • Proper clean up and sanitation is required of any area in which the foster dog resides.
  • Dogs are to be fed proper dog food, as required, such as puppy food for dogs under 8 months, low calorie food for overweight dogs, etc.

  • Foster home will provide socialization like grooming, handling, patience, love and affection.

  • Foster dogs are NOT to be taken to dog parks or any other unauthorized locations without PP&CAR approval. Should you go ahead and do so, you will be responsible for any legal, financial, and medical problems that occur.

  • Foster home will provide exercise/play daily..
  • Cats must be kept indoors at all times and fresh water must be supplied.
  • The cat litter pan must be kept clean and accessible at all times.

  • Foster homes will provide socialization like handling, patience, love and affection.

My foster animal is sick, what do I do?:

Most dogs that come from Maricopa County Animal Care and Control have been exposed to various types of sickness, the most common one is kennel cough/ upper respiratory infection. Simply contact PP&CAR and we will schedule you an appointment at our approved vet where you can take your foster at no cost to you.

Will PP&CAR reimburse me for the things I purchased for my foster animal?:

No. PP&CAR is a non-profit rescue community who focuses on giving animals the second chance they deserve. PP&CAR cannot and will not reimburse a foster home for anything purchased for the animal or for any damage towards personal property and pets

I found a stray cat/dog can I foster it under PP&CAR's care?:

According to Arizona state law all strays must be turned into MCACC shelter, giving a possible owner the chance of finding and claiming their pet. If the animal shows up on the Euthanasia list after the 72 hour required stray hold, you may request to foster it then.

My foster animal is ready for adoption, what do I do now?:

PP&CAR has the privileged to work alongside with Rescue Network of Arizona (RNA) and Petco who allow's us to be apart of their adoption event's every Saturday at various locations. You can also post an add on craigslist in hopes of finding your foster animal a home. Please feel free to contact PP&CAR if you are seeking further assistance.

My foster animal was adopted, now what?:

If your foster animal has been adopted you will need to surrender the entire adoption fee over to PP&CAR as well as provide a copy of the adoption contract with all it's information filled out properly.

Can I stay at an adoption event?:

Normally, no. However your welcome to ask a Rescue Network of Arizona representative if you could stay and help.

I saw someone turning in their cat/dog to MCACC, can I foster it under PP&CAR?:

No. PP&CAR does not allow foster homes to take animals from the lobby or parking lot of MCACC. If we discover that you took an animal from the parking lot or lobby of MCACC your foster contract will be terminated and you will not be allowed to foster again with PP&CAR.

I am already fostering for another group, can I still foster for you?:

If you are currently fostering another animal for another rescue group you must wait until your other foster is adopted before fostering for PP&CAR. The reason we do not have our animals in a home with another group's animals is to prevent any sickness or possible damage that may happen to either our animal or the other groups animal.

I'm really attached to my foster animal, can I adopt him/her?:

Yes. Foster parents always get the first chance to adopt their foster animal. The first one you adopt will have a standard adoption fee that applies. If a foster parent wishes to adopt another foster animal down the line they will receive a discount.
